You may ask yourself, "Why Sakuya?" Well for starters she's persistent and not once give up the chance to not be with Tenchi. But more to the matter, she was considerably the most normal compared to the rest of the girls. She's from Earth, very popular and attractive and does not blow up anything!
It was no surprise in the end that Sakuya was the first girl to actually have a relationship with Tenchi. Though there were some factors that help create this magical bond that just sicken' Ryoko and Ayeka... but then again Tenchi did choose her with his own free will.
So what about Ryoko and Ayeka? Well Ryoko was the only one who actually got a date out of Tenchi the whole time, so that really puts Ayeka going nowhere with Tenchi. And though Ryoko was the closest, she still came up short because of her flamboyant behavior and reckless actions. Mihoshi, Kiyone, and Washu didn't even come into the picture. And as for Sasami, well... she was the only girl to get Katsuhito's (Tenchi's Grandfather) permission; too she is a few years too young still.
